This report evaluates the effectiveness of business support measures introduced in Finland in response to the COVID-19 pandemic. It constitutes the final deliverable of the Impacts of COVID-19 Support Schemes for Businesses in Finland (KORSU) study and, together with the previously published interim report, addresses four critical components:
1. Systematic review of the COVID-19 support literature
2. Allocation analysis of support schemes in Finland
3. Causal effect estimations
4. Market and competition analyses
This document specifically delivers in-depth analyses of components (3) and (4), assessing the causal effect estimations of the implemented schemes on the economic outcomes of firms, and their workers. Furthermore, it provides summaries of the first two areas (1 and 2), offering a holistic synthesis. Together with the interim report, this final report provides a comprehensive evaluation of the impacts of COVID-19-related business support schemes in Finland. It also provides recommendations for shaping future business support policies to tackle the adverse effects of similar crises.
