Geopolitics is changing the operating environment – What is Finland doing? (Etlatieto)

In recent years, the global operating environment has undergone significant changes, and tensions between different regions have escalated. This research project addresses the question of what this means for Finland’s economic and societal policies. The aim of the project is to benefit decision-makers in solutions related to changes in the global operating environment and geopolitics.

The project will produce relevant new information on global change trends, changes in value chains, and Finland’s vulnerabilities. Additionally, it will offer related guidelines for Finland’s national strategy in the new operating environment.

The project seeks to determine Finland’s dependencies, how they affect different industries, and where the greatest geopolitical risks lie. At the same time, it aims to identify Finland’s strengths, especially from the perspective of the green transition. The project also examines the connection between the green transition, changes in value chains, and geopolitics, including industrial policy actions taken in various countries and regions.

The project consists of three sections:

  1. Finland’s current dependencies and risks:
    This section examines the geographical and geopolitical dependencies and risk factors of different industries.
  2. Recent changes in value chains:
    This section delves into how value chains have changed and are changing. It includes an analysis of how the war in Ukraine has affected Finnish companies’ value chains. Additionally, it investigates how companies are improving the resilience of their value chains.
  3. Change trends and policies:
    This section identifies key change trends for Finland. It explores various policy options in conjunction with the forces driving these changes, with a particular focus on the green transition. Additionally, it examines the productivity effects of the green transition.

Based on the results, recommendations will be made on policy measures to promote competitiveness, reduce dependencies, and leverage the green transition.

The project’s research team combines expertise in the global economy and value chains with knowledge of the green transition. Additionally, the project collaborates with significant international research institutions (IW Köln from Germany and CEPS from Brussels).
