Policy actions promoting productivity and the dynamics of the business sector

The main goal of this research project is to produce research data on how the actions of different policies affect productivity. It is particularly important to better understand the effects of those policy measures that are central to future planning but are so new that their long-term consequences are not yet clear. In this project, the main policy measures to be studied are related, to climate change, digitalisation and, in the case of Finland, immigration.

Productivity is affected by the actions of several policies. In addition, many policy measures implemented for reasons unrelated to labour productivity affect the innovativeness of companies, and indirectly, labour productivity. Sometimes, however, there are synergies promoting productivity between policy measures, but sometimes their effects on productivity are opposite to each other. In addition long delays between the introduction of policy and its eventual influence on productivity make it difficult to accurately evaluate its effects.

The research project consists of five work packages. In various work packages, the connection between digitalisation and productivity, the effect of reducing greenhouse gas emissions on productivity development in the manufacturing industry, and the effect of immigrants on the dynamism of the business sector are investigated.

Etla is conducting this project together with the Labour Institute for Economic Research LABORE who is also coordinating the project.
