Policy actions promoting productivity and the dynamics of the business sector

The main goal of this research project is to produce research data on how the actions of different policies affect productivity. It is particularly important to better understand the productivity effects of those policy measures that are central from a future perspective and whose effects do not yet have long historical experience. Such policy measures are related, e.g., to climate change, digitalization and, in the case of Finland, immigration.

Productivity is affected by the actions of several policies. In addition, many policy measures implemented for reasons unrelated to labour productivity affect the innovativeness of companies and indirectly also labour productivity. Sometimes, however, there are synergies promoting productivity between policy measures, but sometimes their productivity effects are opposite to each other. Also, for example, the long delays in the productivity effects of many policy measures make it difficult to evaluate their productivity effects.

The research project consists of five work packages. In various work packages, e.g., the connection between digitalization and productivity, the effect of reducing greenhouse gas emissions on productivity development in the manufacturing industry, and the effect of immigrants on the dynamism of the business sector are investigated.

 

Etla implements the project together with The Labour Institute for Economic Research LABORE who coordinates the project.
