R&D expertise and its transformation in companies and research organizations

Finland has committed to increasing research and development (R&D) investments to four percent of gross domestic product by 2030. Achieving this goal requires a significant increase in R&D in all sectors, but at the same time it will strongly increase the need for skilled R&D personnel. Merely increasing funding is not enough if there are not enough skilled people or if the expertise is not targeted appropriately to companies, universities and research institutions.

This research project produces an overall picture to support decision-making on how the increase in research and development (R&D) intensity affects the accumulation of expertise, the structures of R&D activities and the functioning of the talent market in Finland, and by what mechanisms these changes are linked to the effectiveness of R&D policy. The project responds in particular to the need for information related to the strong growth in state R&D funding and the skills and labor market impacts it requires.

The project results support the effective targeting of R&D investments and help ensure that expertise and people become a key resource for growing R&D activities in Finland.
