Changes in the gender pay gap in Finland

Promoting gender pay equality is one of the most important equality issues in working life. The goal of the 2024–2027 Equal Pay Programme is to narrow the gender pay gap to 14.5 percent by 2027. There is still some way to go, as in 2024 the average earnings of women working full-time in Finland for regular working hours were still 15.8 percent below the average earnings of men. Despite several equal pay programmes and equality policy measures, the gender pay gap in Finland has been narrowing slowly. This shows that pay gaps are influenced by many different factors and processes that go beyond individual policy measures.

The aim of this research project is to produce new economic research data on the effects of economic cycles, structural changes in the labour market, changes in legislation, labour market measures and equal pay programmes on changes in the pay gap between women and men in the long term. The results of the project can be utilized in decision-making and official activities that promote equal pay.

Etla is implementing the project in collaboration with The Labour Institute for Economic Research LABORE, which is leading the project.
