Europe Facing Great-Power Competition

The aim of this research project is to find out geoeconomic threats and opportunities related to the Great-Power competition between China and the United States for the European Union and especially Finland, and to evaluate the related policy options. Competition for the strategic technology control is at its hottest between the United States and China, but its effects extend elsewhere. For this reason, there is a need for a better understanding of the interdependencies and vulnerabilities associated with this technology competition, as well as more sophisticated ways to identify and assess geoeconomic risks.

The research project is divided into four work packages.

The first work package identifies and evaluates the geoeconomic risks related to the power competition and based on them constitutes a risk assessment tailored to Finland on the basis of them.

The second work package compiles statistical data to identify Finland’s economic dependencies on China and the United States, and assesses the development and operating opportunities of European and Finnish tehcnology companies in the light of these dependencies.

The aim of the third work package is to find out the effects of various technological interdependencies to Finland’s technological research, development and innovation activities.

The fourth work package assesses the European Union’s efforts to prepare for and respond to the accelerating economic and technological competition between China and the United States, and the impact of these measures on Finland.

 

Etla implements this project in cooperation with VTT and Finnish Institute of International Affair (FIIA) which coordinates the project.
