Simply knowing the private returns
to education, while sufficient to
determine the privately optimal
level of education, is not sufficient to
decide how that education should
be financed. For that, we need to explore
the possible social externalities
associated with individual private
decisions about education. This
talk will outline what these extrenalities
might be and will review some
of the recent literature that relates to the
issue.
